A message dated May 23, 1994, was received stating the Governor has            
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:               
                                                                               
CS FOR HOUSE BILL NO. 28(JUD) am                                              
"An Act relating to the penalty for providing alcoholic beverages             
to a person under the age of 21; and providing for an effective
